Dear Sir or Madam:
Per the Reference letter, in accordance with the requirements of 10 CFR 73.5, Nebraska Public Power District (NPPD) submitted an exemption request from specific requirements of 10 CFR Part 73, Physical Protection of Plants and Materials, for Cooper Nuclear Station (CNS). In a subsequent telephone call with Fred Lyon and Bonnie Schnetzler of the Nuclear Regulatory Commission on July 15, 2010, NPPD was requested to provide supplemental information in support of the exemption request. Specifically, NPPD was requested to provide additional discussion of the flooding experienced at CNS and to provide pictures of the flooding.
The flooding that has impacted construction activities at CNS resulted in the second highest flood level in the history of CNS. On June 22, 2010, the river reached an elevation of 899.4 ft.
mean sea level (MSL). A Notification of Unusual Event was declared upon' the river reaching an elevation of greater than 899 ft. MSL. The highest flood level of record occurred in 1993 when the river reached an elevation of 900.8 ft. MSL. Attached are pictures of the flooding taken on June 23, 2010, that provide evidence of the severity of the flooding.
