The purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) that Nebraska Public Power District (NPPD) will begin using PGP Software Corporate Desktop Version 8.0.3 which was developed with PGP Software Development Kit (SDK) 3.0.3. National Institute of Standards and Technology (NIST) Certificate Number 394 validates compliance of this software development tool with the Federal Information Processing Standard (FIPS) 140-2 requirements.

Per Reference 1 NPPD requested approval to process and transmit Safeguards Information (SGI) using PGP Software Corporate Desktop Version 8.0. Per Reference 2, the NRC approved that request, and use of later versions of PGP Software Corporate Desktop, provided that: 1) later versions be developed using a software development tool; e.g., PGP SDK 3.0.3 that meets and is validated by NIST to FIPS 140-2 requirements, and 2) NPPD notify the NRC of the intention to update encryption software 30 days prior to its first use. This letter meets those requirements.
