The purpose of this letter is to docket the understanding of and commitment to actions being taken as discussed in a teleconference between D. Van Der Kamp, et. al., (Nebraska Public Power District) and M. IHoncharik, et. al., (US Nuclear Regulatory Commission) on March 5, 2004. In that teleconference, the timeliness of completing the recalculation of vessel surveillance capsule fluences; was discussed, as well as the potential for non-conservatism of the proposed Pressure Temperature (P/T) Limit curves relative to those fluence recalculations.

In Reference 1, Nebraska Public Power District (NPPD) requested Nuclear Regulatory Commission (NRC) review and approval of revised P/T Limits curves (Technical Specification (TS) Figures 3.4.9-1, 3.4.9-2 and 3.4.9-3) to accommodate reactor operation through 32 Effective Full Power Years. The revised P/T Curves were based on vessel fluence calculations perfonned in the early 1990's. Based on discussion during the March 5, 2004 teleconference, NPPD will provide a supplemental submittal, with revised TS Figures, modifying the amendment request to approve use of the P/T Curves for one operating cycle. The operating cycle is expected to end in October 2006.

In Reference 2, NPPD revised a previous commitment referenced in the License Amendment 201 Safety Evaluation regarding the recalculation of surveillance capsules using Regulatory Guide COOPERNUCLEARSTATION P.O. NLS2004042 Page 2 of 2 (RG) 1.190 methodology. Based on the discussion with the NRC staff during the March 5, 2004 teleconference, NPPD is revising the commitment to read as follows:

Fluence recalculations will be performed for previously withdrawn capsules using RG 1.190 methodology by June 2005.
