Management Change, Cooper Nuclear Station, NRC Docket 50-298, DPR-46 The purpose of this letter is to inform the Nuclear Regulatory Commission (NRC) that effective October 1, 2003, Mr. Randall K. Edington, an employee of Entergy Nuclear Nebraska, LLC (ENNEB), was appointed the Vice President-Nuclear and Chief Nuclear Officer (CNO) at Cooper Nuclear Station (CNS).

Although Mr. Edington is an employee of ENNEB, lie has been made an officer of Nebraska Public Power District (NPPD). The activities of Mr. Edington, at CNS, through a contract between ENNEB and NPPD, are being performed at the pleasure and direction of, NPPD's President and Chief Executive Officer or his designee (an NPPD employee). In this regard, Mr. Edington has been granted the authority to represent NPPD on matters before the NRC and to sign CNS-related documents under oath and affirnation. This approach is consistent with the regulatory requirements of 10 CFR 50.80 and does not trigger a review pursuant to NRC Regulatory Issue Summary 2001-06, "Criteria for Triggering Review Under 10CFR 50.80 for Non-Owner Operator Service Companies." NPPD clearly retains the authority and responsibility for the safe operation of the plant and for regulatory compliance. A letter outlining various aspects of the agreement will be sent at a later date.

In this regard, please address CNS-related correspondence to Mr. Randall K. Edington, Vice President-Nuclear and CNO. In addition, please make the following changes to the service list for NPPD correspondence: replace Mr. Thomas J. Palmisano, Site Vice President, with Mr. Clay C. Warren, Vice President-Nuclear; and change the title for P. V. Fleming to Licensing and Regulatory Affairs Managers vice Licensing Manager.
