Management Change - Site Vice President, Cooper Nuclear Station Cooper Nuclear Station, NRC Docket 50-298, DPR-46 The purpose of this letter is to inform the Nuclear Regulatory Commission (NRC) that effective June 21, 2003, Mr. Thomas J. Palmisano became the Site Vice President at Cooper Nuclear Station (CNS).
Although Mr. Palmisano is an employee of the Nuclear Management Corporation (NMC), he also has been made an officer of Nebraska Public Power District (NPPD). The activities of Mr.
Palmisano at CNS, through a contract between NMC and NPPD, are being performed at the pleasure and direction of, NPPD's Chief Nuclear Officer - Clay C. Warren, the Chief Executive Officer - William J. Fehrnan, and the Board. In this regard, Mr. Palmisano has been granted the authority to represent NPPD on matters before the NRC and to sign CNS-related documents under oath and affirmnation. This approach is consistent with the regulatory requirements of 10 CFR 50.80 and does not trigger a review pursuant to NRC Regulatory Issue Summary 2001-06, "Criteria for Triggering Review Under I OCFR 50.80 for Non-Owner Operator Service Companies." NPPD clearly retains the authority and responsibility for the safe operation of the plant and for regulatory compliance.
In addition, please replace Mr. Michael T. Coyle with Thomas J. Palmisano on the service list for NPPD correspondence.
