Nebraska Public Power District Nebraska's Energy Leader NLS2002133 November 6, 2002 U.S. Nuclear Regulatory Commission Document Control Desk Washington, DC 20555-0001

Subject:

Clarification of Safety Evaluation, Quality Assurance Program Cooper Nuclear Station, NRC Docket No. 50-298, DPR-46

References:

I. Nebraska Public Power District (NPPD) letter NLS2002025 to U. S.

Nuclear Regulatory Commission (NRC) dated June 21, 2002, "Cooper Nuclear Station Quality Assurance Program Revision."

2. U.S. NRC letter to NPPD dated October 10, 2002, "Review of Cooper Nuclear Station Quality Assurance Program Plan Changes (TAC No. MB6271)."

The purpose of this letter is to clarify information in the safety evaluation (SE) regarding the revision to the Quality Assurance Program for Cooper Nuclear Station (CNS),

submitted for NRC review and approval per Reference 1.

Per Reference 2, the NRC provided it's review and approval of the proposed revision; however, two discrepancies were noted that require clarification and are as follows:

I) The title of the SE makes reference to Proposed Revision 14b. However, NPPD discontinued the use of revision numbers upon reformatting the document for consistency in processing of CNS Licensing Basis documents. Therefore, dates are used in lieu of revision numbers as a page change identification as required by IOCFR 50.71 (e)(5).

2) In Section 2.0, Technical Evaluation, third paragraph, the NRC references ANSI N45.2.12-1997. However, NPPD is committed to ANSI N45.2.12-1977 as listed in the Quality Assurance Program document, Sections 2.2.2 and 2.18.

NPPD considers the SE to remain valid with the above clarifications and does not require a reply.
