Management Changes Cooper Nuclear Station, NRC Docket No. 50-298, DPR-46 Gentlemen:
By letter dated October 10, 2001, the Nebraska Public Power District (the District) informed the Nuclear Regulatory Commission (NRC) that as of October 12, 2001, Mr. David L. Wilson would assume the position of Vice-President of Nuclear Energy at Cooper Nuclear Station (CNS). The purpose of this letter is to inform the NRC that effective Friday, March 22, 2002, Mr. Wilson will assume additional duties as the Vice President - Nuclear at CNS as a result of the announced retirement of Guy Horn, Senior Vice President of Nuclear and Enterprise Effectiveness. The key additional duties include oversight of the Safety Review and Audit Board and as the reporting authority for Quality Assurance. In addition, Michael T. Coyle has become the CNS Site Vice President, reporting to Mr. Wilson.
As the NRC was previously informed, although Mr. Wilson is also an employee of the Nuclear Management Corporation (NMC) as the NMC Vice-President of Operations Support, he also has been made an officer of the District. Mr. Coyle, also an employee of NMC, also is an officer of the District. The activities of Mr. Wilson and Mr. Coyle at CNS, through a contract between NMC and the District, are being performed at the pleasure of, and at the direction of, the District's Chief Executive Officer, William R. Mayben. In this regard, I, as the Chief Executive Officer, grant Mr. Wilson and Mr. Coyle the authority to represent the District on matters before the NRC and to sign CNS-related documents under oath and affirmation. This approach is consistent with the regulatory requirements of 10 CFR 50.80 and does not trigger a review

NLS2002038 Page 2 Of 2 pursuant to NRC Regulatory Issue Summary 2001-06, "Criteria for Triggering Review Under 10 CFR 50.80 for Non-Owner Operator Service Companies." The District clearly retains the authority and responsibility for the safe operation of the plant and for regulatory compliance.
