In accordance with 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), Southern Nuclear Operating Company (SNC) hereby submits descriptions of changes to the emergency plan and a summary of the analysis demonstrating that the changes do not reduce the effectiveness of the plan. The emergency plan continues to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b). A description of the changes and a summary of the 50.54(q) analysis is enclosed.

Enclosure to NL-25-0337 Page E-1 Description of Emergency Plan Changes and Summary of 50.54(q) Analysis On July 31, 2025, Southern Nuclear Operating Company (SNC) issued a revision to the Standard Emergency Plan Emergency Classification Action Levels (EALs) for Initiating Conditions CA6 and SA9. Specifically, Edwin I. Hatch Nuclear Plant (HNP) site procedures were revised to change the definition of Visible Damage.
The purpose of this change is to aid in the prevention of over-classification by clarifying that visible damage should be assessed by safety system train and the potential for degraded performance. The previous wording could potentially lead to an event being declared even though there is no actual or potential substantial degradation and the system is still performing adequately. An example would be when a safety system train is out of service, but the other train is available. Another example would be when there is visible damage alone but with no indications of degraded performance that would warrant a classification.
SNC has performed an analysis of this change under the provisions of 10 CFR 50.54(q)(3) and has written an evaluation documenting the determination that the change does not result in a reduction in effectiveness of the emergency plan and meets the standards in 10 CFR 50.47(b) and the requirements in 10 CFR Part 50, Appendix E.
