The purpose of this biennial report is to inform the NRC of changes to the Joseph M. Farley Nuclear Plant (FNP) Independent Spent Fuel Storage Installation (ISFSI) or changes to the cask designs used in conjunction with the FNP ISFSI by Southern Nuclear Operating Company (SNC) in accordance with the provisions of 10 CR 72.48 for the reporting period of July 1, 2017 to June 30, 2019. During this reporting period, SNC made one change at FNP requiring a full 72.48 evaluation. The enclosed report contains a description of the change and a summary of the 72.48 evaluation.

Enclosure to NL-19-0821 10 CFR 72.48 Evaluation Description and Summary 10 CFR 72.48 Evaluation Description and Summary On August 24, 2018, Southern Nuclear Operating Company (SNC) completed a 72.48 evaluation for a proposed physical change to the Joseph M. Farley Nuclear Plant (FNP)

Independent Spent Fuel Storage Installation (ISFSI) to construct two concrete storage pads, each with a 52-cask capacity, designed and qualified for dry storage of spent fuel using the Holtec HI-STORM-100 cask system. The ISFSI concrete storage pads are classified as important-to-safety Class C structures and meet all applicable seismic and dose requirements.

SNC evaluated the proposed design against the criteria in 10 CFR 72.48 and concluded that a license amendment was not required. Specifically, the change does not result in more than a minimal increase in the frequency of occurrence or consequence of an accident or the likelihood or consequences of a malfunction of a structure, system, or component (SSC) important to safety. The change does not create the possibility of an accident or a malfunction of an sse of a different type or result than previously evaluated. An increase in the number of storage pads, and subsequently the number of spent fuel storage casks, has no impact on the integrity of the fuel cladding or confinement boundary.

The change does not impact the conclusions contained in the FNP 10 CFR 72.212 report regarding the acceptability of the HI-STORM-1 00 cask systems for use in the FNP ISFSI.

Accordingly, the proposed change does not require that SNC, as a general licensee, request that Holtec obtain a CoC amendment prior to implementing the proposed change.
