Dear Sir or Madam:

The purpose of this letter is to inform you of the status of the reactor internals upflow modification for Indian Point Unit No. 3 (IP3). Indian Point Unit No. 2 (IP2) Licensee Event Report (LER) 2016-004 reported the discovery during a scheduled refueling outage that commenced in March 2016 of degraded baffle-former bolts in the IP2 reactor vessel. Implementation of a project in the IP2 2018 refueling outage to convert reactor flow configuration from downflow to upflow to improve margin for the baffle-former assembly was reported as a corrective action in the LER. In Inspection Report 05000247/2016 and 05000286/2016002, it was stated that "Entergy also planned a long-term corrective action to convert Units 2 and 3 from a "down-flow" baffle configuration to an "up-flow" configuration ... " This is to inform you that an upflow modification for IP3 will not be installed in the upcoming IP3 refueling outage that begins in March 2017.
