In accordance with 10 CFR 50.54(q), 10 CFR 50.4(b)(5), and 10 CFR 50, Appendix E, Section V, Southern Nuclear Operating Company (SNC) hereby submits the following Farley Nuclear Plant (FNP), Hatch Nuclear Plant (HNP),
and Vogtle Electric Generating Plant (VEGP) Emergency Plans.
Version Effective Date Farley Emergency Plan 64 4/21/15 Hatch Emergency Plan 37 4/20/15 Vogtle Emergency Plan 64 4/20/15 The FNP Emergency Plan has been revised to update Protective Action Recommendations (PARs), provide the Evacuation Time Estimate annual review, incorporate editorial Emergency Action Level changes, reflect the fleet dose assessment procedure, and to correct the Emergency Preparedness Implementing Procedures listing.
The HNP Emergency Plan has been revised to update PARs, update Letters of Agreement, provide the Evacuation Time Estimate annual review, and to reflect the fleet dose assessment procedure.
The Vogtle Emergency Plan has been revised to update PARS, update the procedure list, provide the Evacuation Time Estimate annual review, and incorporates editorial Emergency Action Level changes.
U.S. Nuclear Regulatory Commission NL-1 5-0820 Page 2 The revised FNP, HNP, and VEGP Emergency Plans are provided on optical disks in Enclosure 1. Enclosure 2 provides the summary of analysis for revision 64 to the FNP Emergency Plan, revision 37 to the HNP Emergency Plan, and revision 64 to the VEGP Emergency Plan.
The emergency plan changes were evaluated pursuant to 10 CFR 50.54(q)(3) and determined not to result in a reduction of the effectiveness of the FNP Emergency Plan, HNP Emergency Plan, or the VEGP Emergency Plan.

Enclosure to NL-15-0820 Summary of Analysis Summary of Analysis The Farley Nuclear Plant (FNP) Emergency Plan was revised to incorporate the following changes: A summary of analysis is provided with each change.
Change 1: Deleted site specific Dose Assessment procedure, FNP-0-EIP-9.3 and replace with fleet Dose Assessment procedure, NMP-EP-104. Dose Assessment was standardized throughout the fleet with NMP-EP-104. Site specific procedures were deleted.
Change 2: Managerial organizational editorial change to remove Site Projects Manager from reporting to Engineering Director and adding reporting directly to Site Vice President. Change reflects the current Farley organization.
Change 3: Changes to reflect the current process of requesting ambulance services and transport of contaminated persons including new Letters of Agreement and deleting the description of the old process. The current process is for requests for ambulance services will be made by the control room or site security to the Houston County 911 Center, Houston County EOC, or the Incident Command Post, as applicable and based on the nature and timing of the event.
Change 4: The Follow Up Protective Action Recommendations Chart was replaced with the same chart and adding "Consider the use of KI in accordance with the State Plans and policy" to each PAR recommendation. This addition was to ensure that every PAR issued reflects the consideration for the use of KI. This statement was already reflected in the initial PAR flowchart.
Change 5: Deleted references to individual locations of Letters of Agreement. The Current Letters of Agreement are on file with the Emergency Preparedness department.
Change 6: Deleted several procedures from the list of Emergency Plan Implementing Procedures. The procedures were deleted because they had been added inaccurately to the list.
Change 7: Added "Population reviews will be conducted annually using the most recent US census and local information". This was added to reflect the process for annual population reviews in accordance with 10 CFR 50 Appendix E for Evacuation Time Estimates (ETE).
Change 8: Deleted instructions for the use of the Tone Alert Radio notification system. Tone Alert Radios are no longer in use as approved by the Federal Emergency Management Agency (FEMA).
Change 9: Changes to units of measure for radiation levels. This change reflects the Radiation Monitor instrument scientific units available to plant personnel in order to eliminate Human Performance errors with unit conversions. There are no issues with the upper and lower ranges with the Radiation Monitors or with the ability to declare the EAL threshold values.
Change 10: Changed the referenced containment design pressure from 27 PSIG to 54 PSIG and deleted "one half". Also replaced "second potential loss Threshold Value" with "CTMT CSF Orange condition". This change to the EAL basis section is Page E2-1
Enclosure to NL-15-0820 Summary of Analysis intended to eliminate confusion over containment design pressure and Containment Critical Safety Function ORANGE conditions.
Change 11: Added examples of hazardous atmospheres. The examples were added to provide more clarity to the description of the EAL basis and reduce the possibility of Human Performance issues.
The Hatch Nuclear Plant (HNP) Emergency Plan was revised to incorporate the following changes: A summary of analysis is provided with each change.
Change 1: The Follow Up Protective Action Recommendations Chart was replaced with the same chart and adding "Consider the use of KI in accordance with the State Plans and policy" to each PAR recommendation. This addition was to ensure that every PAR issued reflects the consideration for the use of KI. This statement was already reflected in the initial PAR flowchart.
Change 2: Replaced numerous County and Agency Letters of Agreements with the current version.
Change 3: Added "ETE population reviews will be conducted annually". This was added to reflect the process for annual population reviews in accordance with 10 CFR 50 Appendix E.
Change 4: Deleted site specific Dose Assessment procedures 73-EP-EIP-015-0, Offsite Dose Assessment, and 73EP-EIP-018-0, Prompt Offsite Dose Assessment and replace with fleet Dose Assessment procedure, NMP-EP-1 04. Dose Assessment was standardized throughout the fleet with NMP-EP-104. Site specific procedures were deleted.
The Vogtle (VEGP) Emergency Plan was revised to incorporate the following changes: A summary of analysis is provided with each change.
Change 1: Added "ETE population reviews will be conducted annually". This was added to reflect the process for annual population reviews in accordance with 10 CFR 50 Appendix E.
Change 2: Deleted site specific Dose Assessment procedure 91304-C, Estimating Offsite Dose, and replace with fleet Dose Assessment procedure, NMP-EP-104. Dose Assessment was standardized throughout the fleet with NMP-EP-104. Site specific procedures were deleted.
Change 3: Deleted procedure NMP-EP-303, Drill and exercise Standards from the list of Emergency Plan Implementing Procedures. The procedure had been inaccurately added.
