Pursuant to 10 CFR 50.54(q)(5), Southern Nuclear Operating Company is submitting for your review, a summary of the On-Shift Staffing Analysis. The analysis was perfonned in accordance with 10 CFR 50, Appendix E, Section IV.A.9 utilizing NEI 10-05, "Assessment of On-Shift Emergency Response Organization Staffing and Capabilities." The summary of the analysis is provided in the following paragraph.

The on-shift staffing analysis has been reviewed under 10 CFR 50.54(q), and the results of the evaluation conclude that the minimum staff identified in Table 3 of the Joseph M. Farley Nuclear Plant Emergency Plan is adequate to respond to scenarios identified in the regulations until relieved by the augmented Emergency Response Organization with one exception. The exception is identified, through the time motion study for the Aircraft Probability threat and Control Room Fire events, as a conflict with performance of NRC Event Notifications by the Shift Manager. Compensatory measures are in place to address this condition.

The final report forms the technical basis for on-shift staffing and will be considered when performing future change evaluations regarding on-shift emergency staffing and/or changes to assigned emergency response functions.

As such, the staffing analysis is considered a part of the Emergency Plan.
