Room Cooler and Safety-Related Chiller System Ladies and Gentlemen:

Southern Nuclear Operating Company (SNC) submitted a request for a Technical Specification (TS) change for Engineered Safety Features (ESF) Room Cooler and Safety-Related Chiller System on December 19, 2011. That change requested revision of TS 3.7.14 such that with one ESF room cooler and safety related chiller train inoperable, the allowed Completion Time for Condition A would be extended from seventy-two hours to nine days, on a one-time only basis. The nine-day Completion Time would allow time for a one hundred and eighty-month overhaul preventative maintenance of the Unit 2 Train 28 safety related chiller system be performed during power operation rather than during a refueling outage. The U.S. Nuclear Regulatory Commission (NRC) provided a request for additional information (RAI) on May 21,2012.

Following telecoms with the NRC and a review of the RAI request, SNC has determined that a permanent Technical Specification change is the best approach to obtain NRC approval to perform the one hundred and eighty-month overhaul preventative maintenance during power operation.

SNC hereby withdraws the December 19, 2011 (NL-11-1628) request for a Technical Specification change. SNC plans to submit a permanent Technical Specification change request that will address all four Unit 1 and 2 ESF chillers addressed by Technical Specification 3.7.14. This request for a permanent change will address the NRC RAI questions and information discussed during telecoms between the NRC and SNC. The justification for the permanent Technical Specification change will be similar to the justification for the one-time change provided in SNC letter dated December 19, 2011 but will apply to all four ESF chillers.
