In accordance with 10 CFR 50.4 and 10 CFR 50, Appendix E, Section V, Southern Nuclear Operating Company hereby submits the following summary of changes for the Joseph M. Farley Nuclear Plant (Farley) emergency plan.
Radiation monitors R-5 and R-8 will be removed from service due to equipment failure and troubleshooting. During the time that these monitors are removed from service, compensatory measures will be in place to ensure the capability to evaluate Emergency Action Levels (EALs) RA2 and RU2. The monitors are scheduled to be removed from service and the compensatory action put in place on March 31, 2012.
Compensatory measures will remain in place until the monitors are returned to service. At that time, compensatory measures will be removed. Compensatory measures have been evaluated under 10 CFR 50.54(q). The evaluation concluded that the implementation of the compensatory measure to address the temporary removal of R-5 and R-8 from service does not reduce the effectiveness of the Farley emergency plan. The ability to identify an emergency condition under EALs RA2 and RU2 is maintained at all times through the implementation of the compensatory measure.
