Southern Nuclear Operating Company (SNC) recently compared the existing Technical Requirements Manual snubber programs for Hatch Nuclear Plant (HNP) and Vogtle Electric Generating Plant (VEGP) to the option included in 10 CFR 50.55a(b)(3)(v), (issue date October 1, 2004) applicable to the current 1 O-Year Interval. This comparison resulted in a decision to adopt the ASME OM Code, Subsection ISTD, at both plants for snubber examinations and testing.
SNC recognizes that inservice examinations must be performed using the VT-3 visual examination method described in the American Society of Mechanical Engineers (ASME)Section XI Code, paragraph IWA-2213.
For snubber examination and testing, 10 CFR 50.55a(b)(3)(v) endorses the ASME OM Code, 2001 Edition with Addenda through 2003, Subsection ISTD.
SNC has amended the HNP and VEGP Technical Requirements Manuals to reference this OM Code for snubber examinations and testing. This letter serves only as notification of SNC's adoption of the ASME OM Code, 2001 Edition with Addenda through 2003, Subsection ISTD, which has been previously endorsed by the NRC. Additional NRC approval is not required. Copies of the Snubber Program/Plan are not enclosed but are available at each plant for regulatory review/reference. A copy of the Snubber Program/Plan will be sent at the beginning of the next 10-Year as required by ISTA-3200(a).
