Joseph M. Farley Nuclear Plant, Unit 1 Special Report 2010-002-00, Inoperable Radiation Monitor R-15C Enclosure Special Report 2010-002-00 This Special Report is being submitted due to the Unit 1 radiation monitor R-15C (Turbine Building Ventilation Exhaust) not being restored to operable status within the time required by Technical Requirements Manual (TRM) TR 13.3.4.

TR 13.3.4 requires the monitor to be restored to operable status within 7 days or submit a Special Report within the next 14 days following the event.

At 17:45 on January 31, 2010 radiation monitor R-15C was declared inoperable due to a failed indication on the control panel. A mandatory Limiting Condition for Operation (LCO) was written requiring restoration to operable status by February 7, 2010 at 17:45 hours and a work order was generated to repair R-15C.

Maintenance troubleshooting isolated the problem to the monitor drawer. A rebuilt monitor drawer was installed but the problem still existed. Additional planning and set up of another drawer was required but could not be completed prior to the deadline of February 7, 2010. Set up of a rebuilt monitor drawer is under way. Repairs to R-15C will be completed by March 17, 2010. TRM action requirements are being met for radiation monitor R-15C.
