The Hatch Nuclear Plant (HNP) Unit 1 and Unit 2 Technical Specifications, section 5.5.11, "Technical Specifications (TS) Bases Control Program," provides for changes to the TS Bases without prior NRC approval. In addition, TS section 5.5.11 requires that TS Bases changes made without prior NRC approval be provided to the NRC on a frequency consistent with 10 CFR 50.71(e). Prior to 2007, SNC submitted the HNP TS Bases annually. The HNP TS Bases changes for 2007 and 2008 were inadvertently not submitted. This discovery has been entered into the Corrective Actions Program.
Pursuant to TS 5.5.11, Southern Nuclear Operating Company hereby submits a complete copy of the HNP TS Bases, on CD-ROM, which reflects all changes to the HNP Unit 1 and Unit 2 TS Bases for 2007, 2008, and 2009.
