By letter dated July 28, 2005 (NL-05-1323), Southern Nuclear Operating Company (SNC) notified the NRC of SI\\lC's plans to withdraw and analyze the 5th standby capsule from each unit to support a possible additional 20-year license renewal term (to 80 years) for each Vogtle Electric Generating Plant (VEGP) unit and to store the 6th standby capsule from each unit in the fuel pool pending future need.

In the letter, SNC informed the NRC that withdrawal of the Unit 1, 5th and 6th capsules (Wand Z) was planned for the Unit 1 spring 2008 refueling outage (1 R14) and the withdrawal of Unit 2, 5th and 6th capsules (Z and V) was planned for the Unit 2 fall 2008 refueling outage (2R13).

Unit 1 capsules Wand Z were withdrawn, as planned, during the 1R14 outage.

However, SNC has determined that if the Unit 2 capsules Z and V are withdrawn during the 2R13 outage, the capsules will not have accumulated neutron fluence that is not less than once, nor greater than twice, the peak end life fluence expected for an additional 20-year license renewal term (80 years of operation).

Therefore, it is necessary to defer the withdrawal of Unit 2 capsules Z and V until the spring 2010 refueling outage (2R14) to insure that the capsules achieve the peak end life fluence expected for an additional 20-year license renewal term (80 years of operation).

This letter provides notice to the NRC of SNC's plans for withdrawal of the remaining Unit 2 surveillance capsules during the 2R14 outage.

By letter dated June 27,2007 (NL-07-1261), SNC submitted to the NRC an application for license renewal for VEGP Units 1 and 2. This proposed change in the withdrawal schedule does not conflict with information provided in the license renewal application.
