Recently. Southern Nuclear Operating Company (SNC) compared the existing Technical Requirements Manual (TRM) snubber programs for Farley Nuclear Plant (FNP) to the option included in 10 CFR 50.55a(b)(3)(v) dated January 1.
2007. This comparison resulted in a decision to adopt the ASME OM Code, Subsection ISTD, for snubber examinations and testing. SNC recognizes that inservice examinations must be performed using the VT-3 visual examination method described in the American Society of Mechanical Engineers (ASME)
Section XI Code, paragraph IWA-2213.
The current version of 10 CFR 50.55a endorses the ASME OM Code. 2001 Edition with Addenda through 2003. Therefore. SNC will amend FNP TRMs to reference this Code version for snubber examinations and testing prior to the Unit 2 R19 (Fall 2008) and Unit 1 R22 (Spring 2009) Refueling Outages. Additionally, SNC will also utilize ASME OM Code Case OMN-13, Revision 0, which was approved by the NRC in Regulatory Guide 1.192. dated June, 2003.
This letter serves only as notification of SNC's intent to utilize the ASME OM Code, 2001 Edition with Addenda through 2003, Subsection ISTD and Code Case OMN-13, Revision 0, which have both been previously endorsed by the NRC. Therefore. additional NRC approval is not required. This letter also notifies the NRC that there will no longer be a need for existing Inservice Inspection Program Request for Relief RR-12 for either FNP Unit; therefore, it is being withdrawn.
