By SNC letter NL-06-2352, dated June 29, 2006, Southern Nuclear Operating Company (SNC) submitted the Quality Assurance Topical Report (QATR) for the SNC fleet of plants which includes the Edwin I. Hatch Nuclear Plant (HNP), the Joseph M. Farley Nuclear Plant (FNP), and the Vogtle Electric Generating Plant (VEGP). On February 1, 2007, the NRC provided a draft request for additional information (RAI) necessary to make a determination regarding acceptability of the proposed SNC QATR. The NRC provided a formal submittal of the RAI by letter dated February 22, 2007. The SNC response to the RAI is provided in Enclosure 6.

Enclosure I of this submittal provides Version Ob of the proposed SNC QATR.

Enclosure 2 provides a description of the proposed change and the bases for concluding the revised quality assurance program described in the proposed QATR continues to meet the requirements of 10 CFR 50, Appendix B. Enclosure 3 provides a comparison of the existing FNP, HNP, and VEGP quality assurance programs to the quality assurance program described in the proposed QATR. Enclosures 4 and 5 provide a matrix describing SNC conformance to ASME NQA-1-1994 and ANSI NI 8.7-1976, respectively. These enclosures have been revised to reflect the SNC response to the NRC RAI with insertions identified by red underlined text and deletions identified by red strikethrough text. Enclosures 1, 2, 3, 4, and 5 supersede the corresponding enclosures provided with the June 29, 2006, submittal in their entirety. The FSAR markups provided in Enclosure 6 of the June 29, 2006 submittal are not impacted by the proposed changes and remain valid. Accordingly, FSAR markups are not provided in this submittal.
