By letter dated August 8,2005, Areva submitted an Interim Report Concerning an Evaluation of a Deviation Pursuant to 10 CFR 21.21(a)(2) summarizing the actions being taken to assess the potential failure of certain Eaton Electrical Freedom Series Heater Pack models manufactured and supplied between September of 2004 and May of 2005.
The potential for failure is due to a possible deficiency in the weld which joins the screw terminal to the heater coil. Areva stated there was no reason to believe that a substantial safety hazard existed because failures have only occurred during installation or removal of the subject heater packs and not during heater operation. For Vogtle, the affected heater packs are type H2009B-3, H201 1B-3, and H2013B-3. Where these heater packs have been installed at Vogtle, testing has confirmed that the deficiency is not present and that the heater packs are capable of performing their function.
During a telecon, the NRC staff requested that Southern Nuclear Operating Company (SNC) provide a schedule for the replacement of the subject heater packs. SNC has determined that, for Unit 1, the affected heater packs can be replaced during the 1R13 refueling outage currently scheduled to begin in September 2006. For Unit 2, the affected heater packs can be replaced during the 2R12 refueling outage currently scheduled to begin in March 2007.
