On July 20,2004, Southern Nuclear Operating Company (SNC) submitted to NRC a Technical Specifications (TS) revision request involving the Plant Hatch DC system specifications. The revision would have implemented the guidance of TSTF-360, Revision 1. The submittal was supplemented with responses to requests for additional information (RAI) on May 2,2005, and September 26,2005.

Extensive discussions were held with NRC staff on a number of issues throughout the review. In particular, SNC and NRC staff could not come to agreement on one issue concerning certain requirements of the power supply to the proposed back-up battery charger. SNC believes that the request was beyond the requirements of the TSTF.

SNC hereby withdraws the DC TS amendment request. We continue to believe that the TSTF process provides a benefit to both the NRC and industry in the efficient use of technical resources. We will continue to monitor the status of issues regarding TSTF-360 and may resubmit the amendment request at a later date if the current issues related to the TSTF can be resolved.
