Hatch Nuclear Plant Fitness For Duty Performance Data Management Summary The data generated under the Fitness for Duty (FFD) program from July 2004 through December 2004 has been reviewed and analyzed. The data reflected in this report covers workers, including contract personnel, of the Edwin I. Hatch Nuclear Plant.

The random pool contains not only those badged for unescorted access, but also those employees who may, in an emergency condition, be called upon to work at the site and may require unescorted access. Contractors without approved programs are included in the testing pool while on site. Testing during this time period was performed on a nominal weekly basis to include swing shifts, weekends, and holidays. During this testing period, the rate of testing was equal to 50% yearly of the total population. Weekly quality control checks of the Fitness for Duty random pool revealed, at most, minor discrepancies during this reporting period.

In summarizing management actions associated with the FFD program, it should be emphasized that the incidence of confirming positive tests was very low. Consequently, management actions relative to determination of FFD have been limited. The following actions were taken relative to the confirmed positive tests during this reporting period:

Short-term Contractors - Of the 11 positive tests, eight individuals were confirmed positive on pre-access tests and were denied access. One individual with a positive breath alcohol on a pre-access test refused to provide a urine specimen and was denied access. One individual refused to provide a specimen in accordance with 10 CFR 26, and after a witnessed recollection, was subsequently confirmed positive by the MRO and denied access. The last individual was positive for both a pre-access screen and a witnessed recollection performed nine days later and was denied access. One additional individual was confirmed positive on a witnessed recollection performed just prior to the MRO confirmation of a positive pre-access test. This individual did not have access.

Long-term Contractors - None Employees - One licensee employee screened positive on a for-cause FFD test. Although he was referred for mandatory EAP evaluation, he was subsequently terminated due to violation of company policy. One other employee screened positive on a follow-up FFD test and was terminated. This individual had been referred for a mandatory EAP evaluation due to a substance abuse-related arrest earlier in the year.

Employees who report a substance abuse-related arrest or any custodial arrest submit to FFD testing and are referred for an EAP evaluation by a mental health professional to determine if there is a substance abuse or other problem. For this reporting period, there were three employees referred for evaluation.

Two individuals refused to provide a pre-access specimen in accordance with 10 CFR 26: 1) One of these individuals was denied access, and 2) One individual was confirmed positive on a subsequent witnessed recollection and access was denied. One additional individual with OCA access only was subjected to for-cause testing, was confirmed positive, and access was terminated. Two other individuals were confirmed positive on random tests and access was terminated.

Long-term Contractors - None Employees - None Employees who report a substance abuse-related arrest or any custodial arrest submit to FFD testing and are referred for an Employee Assistance Program evaluation by a mental health professional to determine if there is a substance abuse or other problem. For this reporting period, there were three employees referred for evaluation.

One of these individuals subsequently resigned in early 2005.

One additional individual refused to provide a specimen in accordance with 10 CFR 26 during the screening process. The individual also tested positive on retest and access was denied.

One other individual had an invalid pre-access, a positive witnessed retest performed six days later, and a positive random performed 13 days later. Access was terminated. Two other individuals were confirmed positive on random tests and access was terminated.

Long-term Contractors - None Employees - None Employees who report a substance abuse-related arrest or any custodial arrest submit to FFD testing and are referred for an Employee Assistance Program evaluation by a mental health professional to determine if there is a substance abuse or other problem. For this reporting period, there were four employees referred for evaluation.

One of these individual's employment was subsequently terminated during this reporting period.
