The reactor material surveillance program requirements of ASTM E 185-82 mandated by 10 CFR 50 App. H were satisfied for the best estimate end-of-license neutron fluence for Southern Nuclear Operating Company's (SNC's) Farley Nuclear Plant (FNP) Units I & 2 by withdrawal and analysis of 4 of the 6 specimen capsules installed in each unit. Test results for the 4th capsule were submitted by a letter dated March 7, 1995 for Unit I and a letter dated March 19, 1999 for Unit 2. NRC approval was granted to designate the remaining 2 capsules in each unit as "standby" with no fixed withdrawal date.
This letter provides notice to the NRC of SNC's plans for withdrawal and analysis of these standby capsules for your review and concurrence, as appropriate. In order to support SNC's application for a 20-year license renewal term (to 60 years) for each FNP unit, capsule V was withdrawn during the spring 2003 Unit I refueling outage at 20.17 effective full power years (EFPY) of reactor operation (equivalent to about 61 EFPY capsule fluence). Withdrawal of capsule Y at about 19 reactor EFPY (58 capsule EFPY) is likewise planned for the spring 2004 Unit 2 refueling outage.
SNC intends to withdraw the last standby capsules (and then use other means of neutron dosimetry) to support a possible additional 20-year license renewal term (to 80 years) for each FNP unit. Withdrawal of capsule Z is planned for the Unit I fall 2007 refueling outage at about 24 reactor EFPY (73 capsule EFPY) and of capsule V at the Unit 2 spring 2007 refueling outage at about 22 reactor EFPY (75 capsule EFPY).
The surveillance capsule withdrawal schedules in the FNP Unit I and Unit 2 Pressure Temperature Limits Reports (PTLRs) will be revised consistent with these plans and the revised PTLRs will be submitted for your information. SNC intends to have the specimen capsules analyzed in accordance with ASTM E 185-82 and submit the test results within one year of capsule removal. PTLR revisions will be submitted if warranted by the capsule test results.
