Westinghouse topical report WCAP-13360-P-A, Revision 1, "Westinghouse Dynamic Rod Worth Measurement Technique," contains a description of the technique along with the documentation of the NRC's review and approval. On page 3 of the NRC's Safety Evaluation Report (SER), dated July 30, 1998, the NRC addressed transfer of the technology from Westinghouse to licensees. To address technology transfer, Westinghouse transmitted two letters to the NRC (References 6 and 7 in the SER) detailing five criteria that must be met by licensees in order to be qualified to perform the Dynamic Rod Worth Measurement (DRWM) calculations. These letters are included in Attachment F of WCAP-13360-P-A, Revision 1.

The five criteria are:

1. Eligibility of codes for DRWM calculations,
2. Application of procedures to DRWM computations,
3. Training and qualification of utility personnel,
4. Comparison calculations for the DRWM technique, and
5. Quality Assurance and change control.

In accordance with the requirements of Reference 6 of the SER, Southern Nuclear Operating Company (SNC) is submitting this letter to the NRC as notification of compliance with the above-listed criteria. By satisfying these criteria, SNC has demonstrated its qualification to perform DRWM calculations. SNC plans its first application of the DRWM calculations under the technology transfer for the startup of Farley Unit 2 Cycle 17 and Vogtle Unit 2 Cycle 11 with scheduled refueling outages in Spring 2004.
