Dear Sir:

In accordance with Technical Specification 5.6.4, Entergy Nuclear Operations, Inc. (Entergy) hereby submits the Monthly Operating Report for the month of December 2003 for Indian Point Units 2 and 3.

Please be advised that this letter starts the submittal under one cover letter of monthly operating data for both Indian Point operating units and the report format is in accordance with the new INPO Consolidated Data Entry (CDE) process. The CDE process uses the NRC Generic Letter 97-02 reduced data format (Reference 1). There are no new commitments contained in this correspondence.

SUMMARY

Indian Point Unit 2 was synchronized to the bus for a total of 744 hours0.00861 days <br />0.207 hours <br />0.00123 weeks <br />2.83092e-4 months <br />, producing a net electrical energy generation of 736,873 MWH. On December 1, at 2220 hours0.0257 days <br />0.617 hours <br />0.00367 weeks <br />8.4471e-4 months <br />, power was reduced to approximately 97.6%. This evolution was a result of a loss of letdown that was triggered during removal of fuses to valve PCV-1229, which caused closure of IA-1228. At 2236 hours0.0259 days <br />0.621 hours <br />0.0037 weeks <br />8.50798e-4 months <br />, fuses were installed for valve PCV-1 229 and IA-1228 reopened and conditions were returned to normal. Power reduction was secured at 2235 hours0.0259 days <br />0.621 hours <br />0.0037 weeks <br />8.504175e-4 months <br />, and full power restored at 2346 hours0.0272 days <br />0.652 hours <br />0.00388 weeks <br />8.92653e-4 months <br />. Unplanned Energy Losses for December 2003, totaled 405.9 MWH due to the loss of 36 Circulating Water Pump (CWP). Planned Energy Losses totaling 150.9 MWH were caused by the unit not being at 100 % power and chemistry concerns (blowdown losses).
