Pursuant to Vogtle Electric Generating Plant (VEGP) Technical Requirements Manual (TRM) Table 13.7.2-4 and by copy of this letter, Southern Nuclear Operating Company (SNC) is providing notification to the NRC Region II Administrator of the addition of a new snubber inspection type and the sample plan by which they will be functionally tested.

Recently, SNC has decided to pursue the installation of Lisega Model 30 hydraulic snubbers as replacements, when needed, for mechanical snubbers used at VEGP. As a result, we are notifying the NRC that the Lisega Model 30 hydraulic snubbers that are to be used at VEGP will be designated as "Inspection Type VII" snubbers. Prior to being installed, these Lisega hydraulic snubbers will be functionally tested either by the manufacturer or at VEGP to ensure that an operable snubber is being installed. Following their first cycle of operation in the plant and during future maintenance/refueling outages, these Lisega snubbers will be functionally tested using the "10% Plan" snubber functional test sampling plan unless the NRC is notified otherwise by SNC.

The six snubber inspection types addressed in the Georgia Power Company letter (LCV-0993, dated May 20, 1994), and the sampling plan by which they are functionally tested during maintenance/refueling outages, i.e., the "10% Plan," remain unchanged at present due to the addition of this new snubber inspection type. In the event that any future snubber inspection type classifications and/or re-classifications are required, including any change in functional test sample plans used, we will notify the NRC.
