SUBJECT:

Indian Point Nuclear Power Plant Unit 3 Docket No. 50-286 License No. DPR-64 City Water Tank Surveillance Requirement

References:

1. Entergy letter IPN-02-050 to the NRC, "Proposed Change to Technical Specifications Regarding City Water Tank Surveillance Requirements," dated June 24, 2002.

Dea, Sir:

The purpose of this letter is to inform the NRC that Entergy Nuclear Operations Inc.,

(ENO) has decided to withdraw the proposed surveillance requirement pertaining to the City Water Tank (CWT) volume submitted in reference 1. ENO has re-evaluated the proposed surveillance requirement. The intent of the proposed change was to provide an added assurance that adequate volume of water was available in the CWT. ENO has concluded that the intent of the proposed change for the CWT volume can be met by including this information in the FSAR. ENO plans to revise the FSAR by August 31, 2003. The proposed change for the surveillance requirement for City Water Header isolation valves remains unaltered.

ENO is making no new commitments in this letter. If you have any questions, please contact Mr. Kevin Kingsley at (914) 734-5581.
