The attached monthly operating report, for the month of December 2002, is hereby submitted in accordance with Indian Point 3 Nuclear Power Plant Technical Specification 5.6.4. Please be advised that by NRC letter dated November 26, 2002, a 1.4% power uprate, Amendment 213 was issued by the NRC for the Indian Point 3 Facility Operating License and Technical Specifications. The 1.4% power uprate amendment was implemented in the December reporting period.

On December 11, 2002, at 1510 hours0.0175 days <br />0.419 hours <br />0.0025 weeks <br />5.74555e-4 months <br />, a load reduction (derate) commenced due to a thermal anomaly found on the 345 KV disconnect 4B located in the Buchanan Substation. Over the course of a three (3) day period, the unit reached its lowest derate at 450 MWe on December 13, at 1511 hours0.0175 days <br />0.42 hours <br />0.0025 weeks <br />5.749355e-4 months <br />. This power uprate resulted in licensed thermal power (MWt) increasing to 3067.4 MWt and the maximum dependable capacity (Gross MWe) increasing to 979 MWe.
