DOCKET NO.: 50-331 DATE: 11-15-2002 Unit: Duane Arnold Energy Center COMPLETED BY: Richard Woodward TELEPHONE: (319) 851-7318 Monthly Operational Overview for October 2002 At the beginning of October, the DAEC had continuously operated at full-power for 14 days following the August 29"'

September 9"' outage and the September 9 th - 16th de-rate. For the first 17 days of October, the DAEC operated at full thermal power except for a brief downpower to 94% on October 3rd to perform a load-line adjustment.

On October 5th between 06:15 and 06:25, while at full-thermal power, gross electric output dropped from 616 to 608 MWe, and the 1E-5B Feedwater Heater Hi-Level alarm annunciated several times and was reset. Operators investigated and determined that the feedwater heater drain valve was not operating correctly and the dump valve was having to remain 60%

open to control level. The decision was to defer this repair until the next plant shutdown (presently scheduled for March 24, 2003). The associated production loss would amount to the equivalent of three full-power-days over this time period.

Beginning at 23:03 on October 18, operators reduced power to 59% to perform turbine control valve testing and to remove the "A" Cooling Tower from service for installation often modular cooling tower cells. The modular cells temporarily replace the "A" Cooling Tower "G", "H", "J", and "K" cells, which are being demolished and reconstructed. This involved cutting and capping the 48" distribution header, damming the cold water basin, and diverting circ water to the modular cells.

The "A" Cooling Tower "A - F" cells were then reconnected and the "A" tower returned to service at 18:16 on October 20th.

Return to full-power was commenced at 23:57 October 20th, and full-power was achieved at 06:13 on October 21.

At 01:01 on October 27, the plant process computer was removed from service for I hour 33 minutes to reset the clock from Daylight Savings to Central Standard time. Except for four brief (less than one hour) power reductions to 95% on the 21 st (two), the 22nd, and the 30th to adjust control rods, the DAEC operated at full thermal power throughout the remainder of the month.
