ITAAC Closure Notification on Completion of ITAAC 2.3.04.11[Index Number 3381 Ladies and Gentlemen:
In accordance with 1 O CFR 52.99(c)(1 ), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtle Electric Generating Plant (VEGP) Unit 4 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 2.3.04.11 [Index Number 3381 for verifying Valve FPS-PL-V101 exists and can connect the Fire Protection System (FPS) seismic standpipe subsystem to the FPS plant fire main. The closure process for this ITAAC is based on the guidance described in NEI 08-01, "Industry Guideline for the ITAAC Closure Process under 1 O CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.
This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 1 O CFR 52.99.

- 11. The FPS seismic standpipe subsystem can be supplied from the FPS fire main by opening the normally closed cross-connect valve to the FPS plant fire main.
Inspections/Tests/ Analyses Inspection for the existence of a cross-connect valve from the FPS seismic standpipe subsystem to FPS plant fire main will be performed.
Acceptance Criteria Valve FPS-PL-V101 exists and can connect the FPS seismic standpipe subsystem to the FPS plant fire main.
ITAAC Determination Basis An inspection of the as-built Fire Protection System (FPS) was performed to verify that a cross-connect valve exists and can connect the FPS seismic standpipe subsystem to the FPS plant fire main by opening the normally closed cross-connect valve (FPS-PL-V101 ).
An inspection (walkdown) was conducted to confirm that the cross-connect valve FPS-PL-V101 (labeled as 4-FPS-V101 ), exists and is connected to the FPS seismic standpipe subsystem and the FPS plant fire main as shown on Figure 2.3.4-1 of the Combined License (COL) Appendix C. ND-RA-001-012 (Reference 1) was used to conduct the inspection, which involved visual observation that the cross-connect valve was installed in its specified location with the correct tag number, and that the associated piping was installed to provide a continuous flow path between the FPS seismic standpipe subsystem and the FPS plant fire main when the cross connect valve is opened.
The inspection results are documented in the Unit 4 Principal Closure Document (Reference 2) and confirm that a cross-connect valve (4-FPS-PL-V101) exists and can connect the FPS seismic standpipe subsystem to the FPS plant fire main.
Reference 2 is available for NRC inspection as part of the Unit 4 IT AAC completion package (Reference 3).
ITAAC Finding Review In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all lTAAC findings pertaining to the subject ITAAC and associated corrective actions. This review found that there are no relevant ITAAC findings associated with this ITAAC. The ITAAC completion review is documented in the ITAAC Completion Package for ITAAC 2.3.04.11 (Reference 3) and is available for NRC review.
U.S. Nuclear Regulatory Commission ND-22-0160 Enclosure Page 3 of 3 ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC 2.3.04.11 was performed for VEGP Unit 4 and that the prescribed acceptance criteria were met.
Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
