In accordance with 10 CFR 52.99(c)(1), the purpose of this letter is to notify the Nuclear Regulatory Commission (NRC) of the completion of Vogtie Electric Generating Plant(VEGP) Unit 4 Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Item 2.6.09.05b [Index Number 645]

for confirming the central and secondary alarm stations are located inside the protected area and the interior of each alarm station is not visible from the perimeter of the protected area. The closure process for this ITAAC is based on the guidance described in Nuclear Energy Institute (NEI) 08-01, "Industry Guideline for the ITAAC Closure Process Under 10 CFR Part 52," which was endorsed by the NRC in Regulatory Guide 1.215.

This letter contains no new NRC regulatory commitments. Southern Nuclear Operating Company (SNC) requests NRC staff confirmation of this determination and publication of the required notice in the Federal Register per 10 CFR 52.99.

I nspections/Tests/Analvses Inspections of the central and secondary alarm stations will be performed.

Acceptance Criteria The central and secondary alarm stations are located inside the protected area and the interior of each alarm station is not visible from the perimeter of the protected area.

ITAAC Determination Basis Inspections of the central and secondary alarm stations were performed to confirm the Vogtle Electric Generating Plant(VEGP) Unit 4 central and secondary alarm stations are located inside the protected area and the interior of each alarm station is not visible from the perimeter of the protected area and satisfy the applicable alarm station location requirements of the VEGP Unit 3 and Unit 4 Physical Security Plan associated with 10 CFR Part 73.55(i)(4). The VEGP Unit 4 central and secondary alarm stations are common with the VEGP Unit 3 central and secondary alarm stations. The VEGP Unit 4 Plant Security System ITAACs only cover the Unit 4 plant security system design commitment scope.

An inspection (walkdown) was completed using protected area, central alarm station, and secondary alarm station approved construction drawings, and visual observations, to confirm that the as-built locations of the central alarm station and the secondary alarm station are within the protected area perimeter. The inspection also included photographs taken from the outside of the building that contains the central alarm station and the building that contains the secondary alarm station, to confirm that the interior of each alarm station is not visible from the exterior of the building the alarm station is located in. The buildings that contain the central alarm station and secondary alarm station are located inside the protected area perimeter, therefore, the photographs confirmed that the interior of each alarm station is not visible from the perimeter of the protected area.

The inspection results are documented in Principal Closure Document SV4-SES-ITR-800645 (Reference 1) and confirm that the Unit 4 central and secondary alarm stations are located inside the protected area and the interior of each alarm station is not visible from the perimeter of the protected area.

Reference 1 is available for NRG inspection as part of the Unit 4 ITAAC Completion Package (Reference 2).

ITAAC Finding Review In accordance with plant procedures for ITAAC completion. Southern Nuclear Operating Company(SNC) performed a review of all findings pertaining to the subject ITAAC and associated corrective actions. This review found there are no relevant ITAAC findings associated with this ITAAC. The ITAAC completion review is documented in the ITAAC

U.S. Nuclear Regulatory Commission ND-19-1366 Enclosure Page 3 of 3 Completion Package for ITAAC 2.6.09.05b (Reference 2) and is available for NRC review.

ITAAC Completion Statement Based on the above information, SNC hereby notifies the NRC that ITAAC 2.6.09.05b was performed for VEGP Unit 4 and that the prescribed acceptance criteria were met.

Systems, structures, and components verified as part of this ITAAC are being maintained in their as-designed, ITAAC compliant condition in accordance with approved plant programs and procedures.
