Pursuant to 10 CFR 52.99(c)(3), Southern Nuclear Operating Company hereby notifies the NRC that as of February 18, 2019, Vogtle Electric Generating Plant (VEGP) Unit 3 and Unit 4 Uncompleted Inspection, Test, Analysis, and Acceptance Criteria (ITAAC) Item 3.3.00.05b
[Index Number 785] has not been completed greater than 225-days prior to initial fuel load. The Enclosure describes the plan for completing ITAAC 3.3.00.05b [Index Number 785]. Southern Nuclear Operating Company will at a later date provide additional notifications for ITAAC that have not been completed 225-days prior to initial fuel load.
This notification is informed by the guidance described in NEI-08-01, Industry Guideline for the ITAAC Closure Process Under 10 CFR Part 52, which was endorsed by the NRC in Regulatory Guide 1.215. In accordance with NEI 08-01, this notification includes ITAAC for which required inspections, tests, or analyses have not been performed or have been only partially completed.
All ITAAC will be fully completed and all Section 52.99(c)(1) ITAAC Closure Notifications will be submitted to NRC to support the Commission finding that all acceptance criteria are met prior to plant operation, as required by 10 CFR 52.103(g).
This letter contains no new NRC regulatory commitments.

I nspections/T ests/Analvses An inspection of the auxiliary building rooms will be performed.
Acceptance Criteria A report exists that confirms floors and walls as identified in Table 3.3-2 have provisions to prevent flooding between rooms up to the maximum flood levels for each room defined in Table 3.3-2.
ITAAC Compietion Description An inspection of the boundaries between the rooms identified in Vogtle Electric Generating Plant (VEGP) Unit 3 & Unit 4 Combined License (COL) Appendix C Table 3.3-2 (Attachment A),
is performed to demonstrate that the boundaries between these rooms are designed to prevent flooding of rooms that contain safety-related equipment.
Inspections are performed of auxiliary building rooms to demonstrate that floors and walls as identified in Table 3.3-2 have provisions to prevent flooding between rooms up to the maximum flood levels for each room defined in COL Appendix C Table 3.3-2. An inspection plan is prepared to identify all openings and penetrations on the floors and walls up to the maximum flood levels of the rooms. Each as-built opening or penetration observed and measured to be below the corresponding maximum flood level is inspected to ensure that the openings and penetrations are sealed as specified in the design documents. A final walkdown of the floors and walls is performed to ensure that all openings and penetrations have been identified and inspected.
The inspection plan and results of the visual inspection of the floors and walls are documented in Unit 3 and Unit 4 inspection reports (References 1 and 2, respectively), and confirms floors and walls as identified on COL Appendix C Table 3.3-2 have provisions to prevent flooding between rooms up to the maximum flood levels for each room defined in COL Appendix C Table 3.3-2.
References 1 and 2 are available for NRC inspection as part of Unit 3 and Unit 4 ITAAC 3.3.00.05b Completion Packages (References 3 and 4, respectively).
List of ITAAC Findings In accordance with plant procedures for ITAAC completion, Southern Nuclear Operating Company (SNC) performed a review of all ITAAC findings pertaining to the subject ITAAC and associated corrective actions. This review found that there are no relevant ITAAC findings associated with these ITAAC. The ITAAC completion review is documented in the ITAAC
