The purpose of this letter is to provide periodic reports and updates for Virgil C. Summer Nuclear Station (VCSNS), Units 2 and 3, as required by Nuclear Regulatory Commission (NRC) regulations and/or license conditions of the VCSNS 2 and 3 Combined Licenses (COL). These requirements include information to be provided to the NRC on a regular basis, as described below.

Annual Update of the FSAR and Plant-Specific DCD Information 10 CFR 50.71(e) and 10 CFR 52 Appendix D Section X.B.2 require licensees to provide updated Final Safety Analysis Report (FSAR) and Plant-Specific Design Control Document (DCD) information. As described in Reference 1, construction activities were terminated on the VCSNS Units 2 & 3 project as of July 31, 2017 and final disposition of the COLs is pending.

Accordingly, no revisions have been incorporated into FSAR and Plant-Specific DCD information, since the most-recent submittal(s) of this information in References 2 and 3.

Document Control Desk NND-18-0021 Page 2 of 2 Reporting of 10 CFR 50.59 Changes, Tests, and Experiments and 10 CFR 52 Appendix D Section VIII Departures 10 CFR 50.59(d)(2) requires licensees to submit reports to the NRC containing brief descriptions of any changes, tests or experiments made pursuant to 10 CFR 50.59(c).

Additionally, 10 CFR Part 52 Appendix D Sections X.B.1 and X.B.3.b requires COL holders referencing Appendix D to submit a report of all plant-specific departures. For the reporting period beginning August 1, 2018, there have been no changes, tests or experiments implemented pursuant to paragraph (c) of 10 CFR 50.59, nor any plant-specific departures under 10 CFR 52 Appendix D Section VIII.

Schedule for Completing ITAAC Pursuant to the requirements of 10 CFR 52.99(a) to provide periodic schedule information for uncompleted of Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC), all previously uncompleted ITAAC activities remain in a To Be Determined (TBD) state pending final disposition of the COLs.

Schedule for Implementation of Operational Programs.

Pursuant to VCSNS Units 2 & 3 License Conditions 2.D(11) and 2.D(12)(e) to provide periodic schedule information for implementation of operational programs, all previously uncompleted Operational Program Implementation activities remain in a TBD state pending final disposition of the COLs.

Implementation of Mitigation Strategies for Beyond Design Basis External Events Pursuant to the requirements outlined in License Condition 2.D(13)(f)4, no changes in status or schedule have occurred since the information provided in the report included in Reference 4. All previously uncompleted implementation activities of the Overall Integrated Plan remain in a TBD state pending final disposition of the COLs.
