Dear Recipients:
Solely in its capacity as Trustee of the Cimarron Environmental Response Trust (CERT),
Environmental Properties Management LLC (EPM) is providing notice of certain organizational changes related to Trust administration and project management.
Effective April 1, 2026, Mr. Mathew Crawford will transition from the role of Trustee Project Manager (PM) to serve as Trust Administrator. In this capacity, Mr. Crawford will assume the responsibilities previously held by Mr. John Hesemann, who has served as Trust Administrator
Page 2 of 2 since 2023. Mr. Hesemann will remain with EPM and will continue to support CERT activities in an executive support role.
Also effective April 1, 2026, Ms. Gretchen McDonnell will assume the role of Trustee Project Manager, succeeding Mr. Crawford. Ms. McDonnell joined EPM in November 2025 and has been serving as Assistant Trustee PM while providing on-site construction management support for the groundwater treatment system. Construction of the system is ongoing and is anticipated to continue through November 2026, at which time the system is expected to begin operations.
Consistent with EPMs previously discussed operations staffing strategy, Ms. McDonnell will continue to serve as Trustee PM and function as the on-site system operator during operations.
This integrated approach is intended to promote continuity, operational efficiency, and cost effectiveness during the transition from construction to active remediation operations.
The U.S. Nuclear Regulatory Commission and the Oklahoma Department of Environmental Quality have been informed of these organizational changes and have been engaged in ongoing discussions during monthly progress meetings regarding transition planning.
