Dear Anthony Bowers:

The purpose of this letter is to submit American Centrifuge Operating, LLC's (ACO) proposed changes to NR-SP-ACO-OR-0001, Security Program for America! Centrifuge Operating, LLC at Oak Ridge, Tennessee, and SEC-18-0002, Information Sy fem Security Plan (ISSP) for Oak Ridge, TN; Piketon, OH; Bethesda, MD; and Cheswick, PA, to the U.S. Nuclear Regulatory Commission (NRC) for prior review and approval.

As discussed with NRC staff on several occasions, the need for unclassified construction to prepare the Technology Manufacturing Center (TMC) in Oak Ridge, TN for manufacturing readiness and expanding manufacturing capabilities to support the American Cenh*ifuge Plant in Piketon, OH is required. Therefore, proposed changes to reflect the new TMC facility layout following the current construction efforts are being proposed.

Enclosure 2 provides the proposed changes to NR-SP-ACO-OR-0001. provides proposed changes to SEC-18-0002.

Proposed changes from the previously submitted security plans contained within Enclosures 2 and 3 are noted with revision bars in the right-hand margin. Additionally, the proposed changes were determined not to decrease the effectiveness of the Security Programs/Plans in accordance with 10 Code of Federal Regulations (CFR) 70.32; however, the alteration of the facility layout is determined to be a substantive change in accordance with 10 CFR 95.19 and requires NRC's prior review and approval. Additional non-substantive changes are also being provided for completeness.

Enclosures 1, 2, and 3 contain Security-Related Information and ACO requests these enclosures be withheld from public disclosure pursuant to 10 CFR 2.390(d)(l). In accordance with the guidance provided by the U.S. Department of Energy, Enclosure 3 also contains Export Controlled Information; therefore, must be protected from disclosure per the requirements of 10 CFR Part 810.

After the NRC staff has had an opportunity to review the enclosures, ACO is available to support any discussions to address questions, clarify issues, or host additional onsite walkdowns of the proposed construction area. ACO respectfully requests NRC complete their review and approval on or before September 17, 2026, to support the ongoing schedule for manufacturing readiness and expansion.
