OF JANUARY 27, 2026, PUBLIC TELECONFERENCE WITH NEBRASKA PUBLIC POWER DISTRICT TO DISCUSS PLANNED LICENSE AMENDMENT REQUESTS TO IMPLEMENT RISK INFORMED COMPLETION TIMES AND 10 CFR 50.69 (EPID L-2025-LRM-0008)
On January 27, 2026, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Nebraska Public Power District (the licensee) via teleconference. The purpose of this meeting was to discuss the licensees planned license amendment requests (LARs) to implement Risk Informed Completion Times (RICT) and the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Section 50.69. The meeting notice and agenda, dated January 16, 2026, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML26020A026.
Enclosed is a list of attendees at the meeting.
The licensee presented information (ML26020A008) discussing the planned LARs. The licensees presentation included a discussion of the planned technical specifications task force travelers (TSTF) to implement, including, TSTF-505, TSTF-591, and TSTF-439. The presentation also detailed implementing the requirements of 10 CFR 50.69. The licensee plans to submit these two submittals in about 6 weeks from the date of the meeting for 10 CFR 50.69, and 12 weeks for the RICT TSTFs.
The NRC staffs discussion with the licensee included the planned timeline for the submittals, a discussion of lessons learned from other submittals, and potential for submitting the two planned submittals simultaneously to increase efficiency through combined audits of the probabilistic risk assessment (PRA) technical adequacy, PRA model assumptions, and PRA sources of uncertainty.
No regulatory decisions were made at this meeting. No members of the public were in attendance. No comments or public meeting feedback forms were received.
