SUMMARY
OF FEBRUARY 2026, GOVERNMENT-TO-GOVERNMENT MEETINGS BETWEEN U.S. NUCLEAR REGULATORY COMMISSION STAFF AND TRIBAL REPRESENTATIVES On February 3 and 4, 2026, the U.S. Nuclear Regulatory Commission (NRC) staff held virtual government-to government meetings with Tribal representatives to discuss the NRCs licensing review of the proposed Global Laser Enrichment LLC (GLE) application for the Paducah Laser Enrichment Facility (PLEF) and the staffs process for complying with Section 106 regulations under the National Historic Preservation Act. The NRC staff prepared a PowerPoint presentation and reviewed the NRCs mission, the NRCs Tribal Policy Statement, background information on proposed project, Section 106 activities completed in preparation of the GLE application, the U.S. Army Corps of Engineers cooperating agency status on this review, and how to contact the NRC staff during this review. Tribes emphasized the government-to-government relationship between federally-recognized Tribes and the U.S. Government versus the relationship with state-recognized Tribes. Tribes also shared that they would examine whether these lands were part of the lands that were given to the U.S. Government via treaties.
Additionally, one Tribe recommended including the road that would transport material from the Department of Energys Paducah Gaseous Diffusion Plan to the proposed PLEF within the area of potential effects. Staff recorded observations that Tribal representatives provided. This memorandum constitutes the NRC staffs continued consultation with Tribal representatives during the environmental review of the proposed GLE PLEF project.
