This letter informs your office of the availability of the draft historic and cultural resources section of the environmental assessment (EA) prepared for a construction permit (CP) for the Long Mott Generating Station (LMGS) pursuant to Section 106 of the National Historic Preservation Act of 1966, as amended. In a letter dated August 13, 2025, (Agencywide Documents Access and Management System [ADAMS] Accession No. [ML25181A096]), the U.S. Nuclear Regulatory Commission (NRC) notified your office that it was conducting an environmental review of an application submitted by Long Mott Energy, LLC for a CP to build four Xe-100 reactor modules at the LMGS site in Calhoun County, Texas.

The proposed project is intended to supply electrical power and steam to the adjacent Seadrift Operations (SDO) facility. Each Xe-100 reactor module would be capable of producing 80 megawatts-electric of electrical power or approximately 200 megawatts-thermal of steam.

Construction of the facility would occur on approximately 1,537 acres adjacent to the SDO in Seadrift, Texas. The Area of Potential Effects (APE) for the proposed project includes the 1,537-acre site and encompasses all areas required for LMGS-related construction and operational activities. The APE also accounts for a 0.5 mile (0.58 kilometer) buffer surrounding the project site to account for potential impacts to offsite historic and cultural resources and historic properties.

The NRC is the lead Federal agency for the environmental review of the LGMS CP application under the National Environmental Policy Act of 1969 (NEPA), as amended, and for Section 106 consultation under the National Historic Preservation Act (NHPA). The U.S. Department of Energy (DOE), Advanced Reactor Demonstration Program, is serving as a cooperating agency.

The NRCs proposed undertaking is the issuance of a CP for four Xe-100 advanced nuclear reactor modules. The DOEs undertaking is to provide funding that will support the partial construction of the LMGS. In accordance with Title 36 of the Code of Federal Regulations (36 CFR) Part 800, Protection of Historic Properties, Section 800.8(c), Use of the NEPA process for section 106 purposes, the NRC is using the NEPA process to comply with Section 106 of the NHPA in lieu of the procedures set forth in 36 CFR 800.3 through 800.6.

Enclosed is the NRC staffs draft historic and cultural resources section of the EA for your review. The analysis includes the identification of historic and cultural resources, historic properties, and evaluation of potential impacts resulting from the proposed undertaking. Based on the staffs review of Long Mott Energys environmental report portion of the application, the archaeological and architectural surveys conducted by their contractor, and the staffs independent assessment, the NRC staff has made a preliminary determination that no historic properties would be affected by the undertaking, as defined in 36 CFR 800.4(d)(1). Additionally, there would be no significant impacts to historic and cultural resources under NEPA.

Pursuant to 36 CFR 800.8(c), the NRC staff requests your comments or concerns on the enclosed draft historic and cultural resources section of the EA, including the NRCs preliminary determination, by April 3, 2026. The draft section is available at ML26050A453. The NRC staff has also made the draft historic and cultural resources section of the EA available to the public in accordance with 36 CFR 800.2(d). These draft sections can also be accessed through the NRCs website: https://www.nrc.gov/reactors/new-reactors/advanced/who-were-working-with/applicant-projects/long-mott. After consideration of comments received from consulting parties and the public, the NRC and DOE plan to issue the EA in Spring 2026.
