The NRC staff has reviewed your February 18, 2026, email below and acknowledges that SSES identifies Regulatory Guide (RG) 1.105, Revision 1, as the applicable regulatory guidance in its licensing basis, as reflected in the Final Safety Analysis Report (FSAR),
Section 3.13, Compliance with NRC Regulatory Guides (ADAMS Accession No. ML25290A034).
Although the NRC staff referenced Revision 4 of RG 1.105 in its review of the license amendment request, the staff clarifies that this reference was intended solely to cite the most recent revision of the regulatory guide. The determination documented in the safety evaluation (SE) in NRC License Amendment Nos. 291 AND 275 (ML26021A071) would also apply to Revision 1 of RG 1.105; specifically, RG 1.105, Revision 1, describes an acceptable method for complying with regulatory requirements to ensure that setpoints for safety-related instrumentation are initially established within and maintained within Technical Specification (TS) limits.
The NRC staff notes that this clarification does not modify the staffs technical basis or safety conclusion as documented in the SE. Please consider this email as formal documentation of the clarification described above. This correspondence will be entered into ADAMS as an official agency record.

Hi Rich and Tom,
As discussed, Susquehanna completed review of the Safety Evaluation (SE) to revise allowable values in various Technical Specifications (ML26021A071) and has the following
comment:
Section 2.3 of SE identifies NRC Regulatory Guide 1.105, Revision 4, Setpoints for Safety-Related Instrumentation, and American National Standard Institute/International Society of Automation (ANSI/ISA) Standard 67.04.01 - 2018, Setpoints for Nuclear Safety Related Instrumentation as guidance for the evaluation. The SE Technical Evaluation (Section 3.0 and associated sub-sections) concludes that the staff finds the licensees methodology acceptable because it is consistent with RG 1.105, Revision 4, and ANSI/ISA 67.04.01 - 2018.
This conclusion could be misinterpreted to imply that Susquehanna is committed to these documents and the requirements therein. However, Susquehanna is not committed to RG 1.105, Revision 4, or ANSI/ISA 67.04.01 - 2018 and has not evaluated this guidance for impacts to station documents.
It is noted that the SE does acknowledge that Susquehanna utilized General Electric Topical Report NEDC-31336P-A methodology for calculating the allowable values, implying an understanding by the NRC that Susquehanna does not utilize RG 1.105, Revision 4.
I also want to note that following our conversation this morning, I reviewed a similar SE from 2022 (ML22256A054). This SE contains similar wording to the subject SE, so I now have a better understanding of the staffs reasoning for including it. Susquehanna did not recognize the potential confusion in wording at the time that SE was issued. We are not requesting any change to the 2022 SE.
Based on this, Susquehanna would like to request a clarification to acknowledge that SSES utilizes RG 1.105, Revision 1, as identified in FSAR 3.13 (ML25290A034).
