The U.S. Nuclear Regulatory Commission was created as an expert, technical agency to protect public health, safety, and security, and regulate the civilian use of nuclear materials, including enabling the deployment of nuclear power for the benefit of society. Among other responsibilities, the agency issues licenses, conducts inspections, initiates and enforces regulations, and plans for incident response. The global gold standard for nuclear regulation, the NRC is collaborating with interagency partners to implement reforms outlined in new Executive Orders and the ADVANCE Act to streamline agency activities and enhance efficiency.

No: 25-059 September 30, 2025 CONTACT: Office of Public Affairs, 301-415-8200 NRC Names Andrea Kock as New NMSS Office Director The Nuclear Regulatory Commission has announced the appointment of Andrea Kock as head of the Office of Nuclear Materials Safety and Safeguards effective Sept. 29, 2025. She previously served as Region I Administrator in King of Prussia, Pennsylvania, and most recently had been serving as the temporary head of NMSS.

We are pleased to welcome Andrea back to NRC headquarters, where she can leverage her incredible experience and lead the important changes ahead for the agency, said NRC Chairman David Wright.

Her tremendous commitment to the NRC mission and her past record of leadership and innovation will serve the agency well.

NMSS is responsible for the licensing and regulation of facilities and materials associated with the processing, transport, and handling of nuclear materials, including uranium recovery activities and the fuel used in commercial nuclear reactors. NMSS implements the NRCs Agreement State program, coordinates actions and communications with Native American Tribal governments, and provides support for agency rulemaking, environmental review, and financial assurance projects.

Kock joined the NRC in 1996 as a radiation specialist in Region III and served in progressively more responsible positions including as a Commissioners Technical Assistant for Materials and in a number of supervisor positions in the former Office of Federal, State, Materials, and Environmental Management programs and the Office of Nuclear Reactor Regulation. In 2014, she joined the Senior Executive Service as Deputy Division Director for Site Safety and Environmental Analysis in the then-Office of New Reactors. Later, she served in executive positions in all NMSS program areas. She also served as the Deputy Office Director for Engineering in the Office of Nuclear Reactor Regulation from 2021-2025.

Prior to joining the NRC, Kock was a Department of Energy Health Physics Fellow. She earned a bachelors degree in biology and psychology and a masters degree in environmental health science with a concentration in radiological health from the University of Michigan. She is a graduate of NRCs Leadership Potential Program and the SES Candidate Development Program.
