The U.S. Nuclear Regulatory Commission was created as an expert, technical agency to protect public health, safety, and security, and regulate the civilian use of nuclear materials, including enabling the deployment of nuclear power for the benefit of society. Among other responsibilities, the agency issues licenses, conducts inspections, initiates and enforces regulations, and plans for incident response. The global gold standard for nuclear regulation, the NRC is collaborating with interagency partners to implement reforms outlined in new Executive Orders and the ADVANCE Act to streamline agency activities and enhance efficiency.
No: 26-012 January 29, 2026 CONTACT: Scott Burnell, 301-415-8200 NRC Announces Opportunity to Request Hearing for Duane Arnold Energy Center License Transfer The Nuclear Regulatory Commission has announced the opportunity for the public to request a hearing on NextEra Energys license transfer request for Duane Arnold Energy Center in Palo, Iowa.
The opportunity covers a license transfer request that would consolidate plant ownership shares and leave NextEra Energy Duane Arnold as the sole owner. The filing deadline for this hearing opportunity is February 18.
The NRC staff has determined that the request contains sufficient information for the agency to formally docket it and conduct the required technical reviews. Docketing the request is not an indication of whether the NRC will approve the license transfer.
The Duane Arnold reactor permanently ceased operations in August 2020. In early 2025, NextEra notified the NRC of its interest in returning the plant to an operational status. The NRC created the DAEC Restart Panel to guide its efforts to review, inspect, and determine if the reactor can be safely returned to operation.
