No: 26-003 January 6, 2026 CONTACT: Office of Public Affairs, 301-415-8200 NRC Announces Headquarters Leadership Appointments The Nuclear Regulatory Commission today announced leadership appointments, naming Sabrina D. Atack as Deputy Executive Director for Reactor and Preparedness Programs, and Caroline Carusone as Deputy Executive Director for Nuclear Materials, Administrative, and Corporate Programs. Both appointments are effective immediately.

NRC Executive Director for Operations Mike King, who made the announcement, praised the two as extraordinarily qualified leaders who are well-positioned to guide the agency during this critical time.

Sabrina has proven her ability to excel in this role, having served in numerous leadership positions at the NRC, including acting as my deputy, said King.

Her deep technical expertise, combined with her broad understanding of our regulatory programs, position her well to play a pivotal role in steering the agency as we continue to meet our strategic and operational priorities.

Carolines exceptional leadership and forward-thinking approach, and experience in technical and corporate roles, make her an invaluable member of the NRC leadership team, said King. Her broad experience and ability to lead complex and innovative initiatives uniquely qualify her to serve in this new role.

Atack began her career with the NRC in 2006 as a Reactor Systems Engineer in the Office of Nuclear Reactor Regulation. She then held team leader and branch chief roles in the Office of Nuclear Material Safety and Safeguards. Since joining the Senior Executive Service in 2019, she served as the Deputy Director, Division of Security Operations, Office of Nuclear Security and Incident Response; Director DSO/NSIR; acting Director, Division of Physical and Cyber Security Policy, NSIR; acting Director, Division of Reactor Safety, Region III; and Deputy Director, Office of International Programs. She served as the Special Assistant for ADVANCE Act Implementation prior to assuming the role of acting Deputy Executive Director for Operations in June 2025.

Prior to joining the NRC, Atack worked for the Department of Defense at Puget Sound Naval Shipyard. She holds a Bachelor of Science degree in physics and a master's degree in nuclear engineering.

The U.S. Nuclear Regulatory Commission was created as an expert, technical agency to protect public health, safety, and security, and regulate the civilian use of nuclear materials, including enabling the deployment of nuclear power for the benefit of society. Among other responsibilities, the agency issues licenses, conducts inspections, initiates and enforces regulations, and plans for incident response. The global gold standard for nuclear regulation, the NRC is collaborating with interagency partners to implement reforms outlined in new Executive Orders and the ADVANCE Act to streamline agency activities and enhance efficiency.

Page l 2 Carusone began her NRC career in 2007 as a Program Analyst in NRR. She then served in branch chief positions in NRR. Subsequently, Carusone joined the Office of the Chief Information Officer as the Deputy Director of the Customer Service Division and later became Special Assistant to the CIO. Since joining the SES in 2019, she served as the Deputy Director in the Division of Rulemaking, Environmental, and Financial Support in NMSS, as Director of NRR's EMBARK Venture Studio, Deputy Director, Division of Operating Reactor Licensing, and Deputy Director of the Division of Advanced Reactors and Non-Power Production and Utilization Facilities in NRR. Carusone was designated as the acting Associate Director for HR Operations and Policy in the Office of the Chief Human Capital Officer. Most recently Carusone served as the Deputy Director and Deputy CIO in the Office of the Chief Information Officer.

Prior to joining the NRC, Carusone worked as a Liaison Officer with the U.S. Army's Training and Doctrine Command during the post-9/11 establishment of the Rapid Equipping Force. She has worked in private industry in federal business development and administration and holds bachelors degrees in physiology and neurobiology and mathematics from the University of Maryland.
