UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 The Honorable Doug Burgum Secretary of the Interior U.S. Department of the Interior 1849 C Street NW Washington, DC 20240

Dear Secretary Burgum:

March 31, 2026 On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am providing the agency's status report as required by Section 5(c) of the January 20, 2025, Executive Order (EO) 14156, entitled "Declaring a National Energy Emergency." On March 13, 2025, in accordance with Section 5(a) of the EO, the NRC submitted our initial summary report listing planned or potential actions to facilitate the Nation's energy supply that may be subject to the Endangered Species Act (ESA) regulation on consultations in emergencies. Section 5(c) further directs the heads of agencies to then submit a status report at least every 30 days for the duration of the national emergency following the submission of the initial summary report.

The NRC's status report is enclosed. The changes since the NRC's last status report are as follows:

The following projects have been removed from this report because the ESA Section 7 consultations have been completed.

H.B. Robinson Steam Electric Plant, Unit 2 (Duke Energy Progress, LLC), Subsequent License Renewal Kemmerer Power Station - Unit 1 (US SFR Owner, LLC [USO], a subsidiary of TerraPower, LLC), Construction Permit Application (Department of Energy [DOE]

Advanced Reactor Demonstration Program [ARDP] Awardee)

The following projects have been moved from planned or potential license application reviews to current licensing reviews because the NRC has accepted the applications.

Belews Creek Site (Duke Energy Business Services, LLC), Early Site Permit Palisades Site Holtec SMR-300 (Holtec, Inc.), Limited Work Authorization Application Note, the Palisades Site Holtec SMR-300 project had previously been listed as "Palisades Site Holtec SMR-300 (Holtec, Inc.), Limited Work Authorization and Construction Permit Applications." However, the limited work authorization and construction permit applications have been separated as distinct actions in this report.

Per the direction in Section 5(c) of EO 14156, the NRC will continue to provide these status reports at least every 30 days for the duration of the declared national energy emergency. Please feel free to contact me or have your staff contact Michael King, Executive Director for Operations, via email at Michae1.King2@nrc.gov or via telephone at 301-415-1700, if you have any questions or need additional information.

Sincerely, t6 -

Ho K. Nieh
