Dear Mr. Falat:

In accordance with 49 CFR 173.473, Requirements for foreign-made packages, TN Americas LLC, on behalf of Orano Nuclear Package and Services (Orano NPS),

requests a revision to the Competent Authority Certification (CAC) USA/0653/AF-96

[1] to include a renewal issued as French Certificate of Approval F/381/AF-96 (Fq).

A recent renewal of French Certificate of Approval has been issued as F/381/AF-96 (Fq) that extends the expiration date to December 31, 2030, and allows for increased impurities in the rearrangement of the contents in Content No. 2. This request is to revise the CAC USA/0653/AF-96 to renew the revalidation certification and rearrange the contents allowed in Content No. 2 with the increased impurities (see Enclosure 3 for a description of changes and modifications to the Safety Analysis Report).

In support of this request for revalidation, the following enclosures are included:

  • provides Orano NPS statement of proprietary information pursuant to 49 CFR 7.14, 49 CFR 105.30, and 10 CFR 2.390.
  • provides the French Approval Certificate of a Package Design, Number F/381/AF-96 (Fq) in French and the English translation.

  • provides an Orano NPS comparison table of the changes made to the Safety Analysis Report (SAR) in version 6.0 and a description of Content No. 2.
  • provides the English translation of Orano NPS Safety Analysis Report (SAR),

document number DOS-19-022728-000 version 6.0 (proprietary information - not for public disclosure). The SAR consists of separate documents for each chapter and appendix. Due to the large number of files and large file size, the SAR documents are provided separate from this transmittal document.

  • provides the publicly available summary of the NPS SAR, document number DOS-19-022728-005E-4.0.

TN Americas LLC requests a review of this application and revision of the TNF-XI CAC to include the rearrangement of the contents, with increased impurities, allowed in Content No. 2, as described in French Certificate of Approval, F/381/AF-96 (Fq). A revalidation is needed by September 1, 2026, to support future transportation which will include destinations within or transit through the United States.
