Fermi America is submitting this letter to (1) notify the U.S. Nuclear Regulatory Commission (NRC) of a revised schedule for submittal of the Final Applicant Environmental Impact Statement (EIS) package under the applicant-prepared NEPA pilot program, and (2) formally communicate an update to the project and unit naming convention for the Combined License Application (COLA).

Revised Schedule - Final Applicant EIS Package As discussed in prior correspondence and coordination meetings with NRC staff regarding participation in the applicant-prepared NEPA document pilot project (Reference 2), Fermi America has been progressing development of the applicant-prepared Environmental Impact Statement in coordination with our contractor.

Fermi America previously communicated a planned submittal date of February 28, 2026, for the Final Applicant EIS package following incorporation of NRC staff comments. To ensure completeness, quality, and full alignment with NRC feedback and applicable NEPA requirements, Fermi America is revising this planned submittal date.

The Final Applicant EIS package (after staff comments) will now be submitted to the NRC on April 27, 2026.

This adjustment is intended to support a thorough and well-documented submittal consistent with the responsibilities outlined in the NRCs November 4, 2025, correspondence (Reference 2)

and to facilitate an efficient and effective environmental review process.

Fermi America remains committed to close coordination with NRC staff to maintain overall project schedule objectives and will continue to provide updates as appropriate.

Update to Project and Unit Naming Convention Fermi America is also formally notifying the NRC of an update to the naming convention associated with the COLA project and units.

In Reference 1, the project was identified as the:

President Donald J. Trump Advanced Energy and Intelligence Campus, Units 1-4 To provide consistency across licensing documentation and project communications, Fermi America will hereafter identify the project and units as follows:

Project Matador Advanced Energy and Intelligence Campus AP1000 Units 1-4 commonly referred to as Project Matador Nuclear (PMN) Units 1-4 This update does not alter the scope of the COLA, the design basis (AP1000, Revision 19 DCD as referenced in Reference 1), the site location in Carson County, Texas, or any technical, environmental, or safety-related content previously submitted. The change is administrative in nature and intended to standardize project identification across licensing, environmental, and commercial documentation.

Future correspondence and submittals will reflect this updated naming convention.
