Dear Mr. Rakovan:

The U.S. Environmental Protection Agency reviewed the Nuclear Regulatory Commissions (NRC) Draft Supplemental Environmental Impact Statement (Supplemental EIS) for the renewal of renewed facility operating licenses DPR-67 and NPF-16 for St. Lucie Plant, Units 1 and 2, in accordance with Section 102(2)(C) of the National Environmental Policy Act (NEPA) and Section 309 of the Clean Air Act (CAA).

The CAA Section 309 requires the EPA to review and comment on the environmental impact of any proposed Federal action subject to NEPAs EIS requirements and make the agencys comments public.

The NRC prepared the draft Supplemental EIS in response to an application from Florida Power and Light Company (FPL) to subsequently renew the facility operating licenses for the St. Lucie Plant, Units 1 and 2.

The draft Supplemental EIS evaluated the no action alternative and the proposed action alternative.

Under the no action, the NRC would not subsequently renew the St. Lucie renewed licenses, and the reactor units would shut down. Under the proposed Federal action, the NRC would determine whether to issue a renewed facility operating license for FPL to operate the St. Lucie Plant, Units I and 2 for an additional 20-year period. The current renewed facility operating license for Unit 1 expires on March 1, 2036, and the current renewed facility operating license for Unit 2 expires on April 6, 2043. With the proposed subsequent renewal, facility operations would extend to 2056 and 2063, respectively. Based on our review of the draft Supplemental EIS, the EPA has no comments at this time.
