1.0 INTRODUCTION

A criticality analysis was performed for the criticality control overpack (CCO) transported within either a TRUPACT-II or HalfPACT transportation package to demonstrate that the package and payload complies with the requirements of 10 CFR 71.55 and 71.59 [1], as documented in 01937.01.M009-01 [2]. A criticality control container (CCC), containing up to 380 fissile gram equivalent (FGE) Pu-239 is transported inside a CCO.

In the above referenced analysis, the CCC material of construction is stainless steel 304. This analysis evaluates carbon steel construction of the CCC as a fabrication alternative. The calculational model with the highest keff from the reference is used to determine the impact of the proposed change and to ensure that use of carbon steel for the CCC remains subcritical.

2.0 DESCRIPTION

OF CRITICALITY DESIGN 2.1.1 Design Features A CCC is transported inside a CCO. The CCC may be constructed of stainless steel 304 or a proposed alternative of carbon steel and has an inner diameter of 6.065-in, an outer diameter of 6.625-in, and a cavity height of 26.943-in. The CCC confines the fissile material in a critically safe geometry. Also, the CCO maintains a minimum outer diameter of 15.5-in and height of 31.125-in under accident conditions, which provides spacing between the CCCs. The TRUPACT-II may transport 14 CCOs (two layers of 7 CCOs), while the HalfPACT may transport 7 CCOs (single layer). The outer shell of the TRUPACT-II or HalfPACT provides separation between the payloads in adjacent packages.

2.1.2 Summary Table of Criticality Evaluation Table 2-1 summarizes the maximum results of the criticality calculations for the CCO performed with SCALE 4.4 in 01937.01.M009-01 [2]. The maximum calculated ksafe (ks), which is defined as k-effective (keff) plus twice the statistical uncertainty (), occurs with 380 FGE optimally moderated in each CCO in the TRUPACT-II array model under hypothetical accident conditions (HAC).

The upper subcritical limit (USL) for ensuring that the package is acceptably subcritical, as determined with SCALE version 4.4 in Section 5.0 of the reference was 0.9377. The package is considered to be acceptably subcritical if the computed ks is less than the USL, or:

ks = keff + 2 < USL The USL is determined on the basis of a benchmark analysis and incorporates the combined effects of code computational bias, the uncertainty in the bias based on benchmark-model uncertainties, and an administrative margin of 0.05. The results of the benchmark analysis indicate that the USL is adequate to ensure subcriticality of the package. SCALE 4.4 is no longer available for use in this analysis so SCALE 6.2.3 is used herein. The USL is calculated using a similar benchmark analysis with this code version and cross-sections supplied with it as discussed in Section 5.0.

6 of 25 The maximum results of the HAC array of TRUPACT-IIs each containing 14 CCOs with CCCs constructed of stainless steel 304 or carbon steel under SCALE 6.2.3 are given in Table 2-2. The maximum calculated ks under HAC is higher when the CCC is constructed of carbon steel compared to stainless steel 304, but remains below the USL.

The CSI is defined in 10 CFR 71.59 [1] as 50/N, where N = infinite for a CSI = 0. Both the NCT and HAC array cases utilize an infinite number of packages stacked two high.

3.0 COMPUTER CODES AND CROSS-SECTION LIBRARIES The calculations documented in 01937.01.M009-01 [2] used SCALE 4.4, which is no longer a supported version. Instead, SCALE 6.2.3 with the ENDF/B-VII.1 evaluated nuclear data library in continuous energy (CE_V7.1_ENDF) form [3] installed and verified on DELL 610 16 core server

[4] is used herein. The h-poly cross-section has been corrected per the method identified in response to SCALE error bulletin SDL-2021-024 [5]. SCALE 6.2.3 is validated for proper operation on the computer platform by evaluating the same benchmark criticality experiments as

7 of 25 performed in 01937.01.M009-01. Descriptions of the benchmark calculations and validation methodology are provided in Section 5.0.

SCALE 6.2.3 cases are run with 10,000 neutrons per generation for 1,200 generations, skipping the first 200. The 1-sigma uncertainty is approximately 0.00030 for all cases.

4.0 RESULTS The SCALE input file named d4 that resulted in the highest keff, as listed in Section 10.2 of 01937.01.M009-01, was rerun in SCALE 6.2.3. The input file was then modified to change the material of the CCC from stainless steel 304 to carbon steel as listed in Appendix 7.1. As shown in Table 4-1, the results of these calculations show that carbon steel results in a higher keff.

However, the results remain below the SCALE 6.2.3 of 0.9375 as determined in Section 5.4. The energy of the average lethargy causing fission (EALF) as calculated by the code is also listed in the table. These experiments are presented in Table 5-1. Detailed descriptions of the benchmark experiments are obtained from the OECD Nuclear Energy Agencys International Handbook of Evaluated Criticality Safety Benchmark Experiments [6].

Benchmarks are selected for thermal solutions of plutonium and for beryllium in a thermal spectra.

For beryllium, the only experimental case that met this requirement is U233-SOL-THERM-015.

No cases are available in which beryllium and plutonium are present in a thermal/moderated environment in the same experiment. The benchmark cases are typically fissile solutions that account for the optimally moderated fissile regions of this analysis. Some of the plutonium experiments also contained Plexiglas, which is used to validate the polyethylene, CH2, which is also a hydrocarbon material.

9 of 25 5.2 Bias Determination Table 5-3 shows the experimental benchmark keff (kexp) and calculated keff values (kcalc) for each Pu solution benchmark experiment. An electronic copy of the input and output files, as listed in Appendix 7.2, are available in the electronic document management system. A histogram of the normalized values knorm=kcalc/kexp is shown in Figure 5-1. Three standard tests for normality are applied to the normalized data as summarized in Table 5-2. Since the data fail two of the three normality tests, the distribution is deemed non-normal and the non-parametric method from NUREG/CR-6698 [7] is used to determine the bias and bias uncertainty.

This non-parametric method results in a determination of the degree of confidence that a fraction of the true population of data lies above the smallest observed value. This determination is calculated as follows:

The benchmark model keff, kexp, for each case is 1.00000. In Figure 5-2, the results of the beryllium-reflected cases are plotted against EALF and compared to the average calculated keff of the four non-Be reflected cases in the benchmark set. Although there is a definite trend in the bias at higher EALF values, at the EALF value of interest in this application (approximately 0.0725 eV), the figure shows that the code is over-predicting reactivity relative to the non-Be reflected cases.

Considering this over-prediction in the EALF range of interest, and the low concentration of beryllium in the application considered here (1% by volume), no AoA margin is necessary.
