Hello Scott,

Thank you for your offer to share these specific items with your contact a Paducah Water Works and provide their responses with us. Ive simplified them to yes/no questions.

Note that there is no need to produce an agreement or MOU - there are a couple of questions whether one could be obtainable, but one is not needed.

Is the PLEFs usage amount within the existing capacity of the municipal water system, accounting for all existing and planned future uses?

GLE Response: According to Jason Peterson (General Manager of Paducah Water) - Current capacity available, no additional infrastructure is needed to support PLEF. From a capacity perspective no issue with the PLEF request for service.

Can an agreement or permit for the PLEF usage amount be obtained from the municipality, if necessary?

GLE Response: According to Jason Peterson (General Manager of Paducah Water) - no issue with an agreement, can be executed at any time. PLEF is wholly located within the service area and provide the requested amount of service.

Does the municipal water systems available capacity to receive and treat PLEF sewer and sanitary discharges account for all existing and reasonably foreseeable future discharges?

GLE Response: Sanitary wastewater is expected to be treated onsite through an approved sanitary wastewater treatment package plant prior to discharge through an approved KPDES outfall to Little Bayou Creek (see GLE ER Chapter 4 -

4.4.1.2.2 Operation, page 4-20, first full paragraph).

Is an agreement to discharge to a municipal treatment system obtainable, if necessary?

GLE Response: If necessary, GLE believes an agreement to discharge to a municipal treatment systems would be obtainable.

Does the amount available from municipal water system exceed the amount of municipal water required by the PLEF (gpm)?

GLE Response: According to Jason Peterson (General Manager of Paducah Water) - Paducah Water has more capacity than GLE has requested.

Is the PLEF located outside the wellhead protection area or designated contributing area for any public water supply well?

GLE Response: Yes, the PLEF is located outside of the wellhead protection area or designated contributing area for any public water supply well. The attached figure (GLE PLEF_KY Source Water Figure_20260130.pdf) depicts the Kentucky Source Water locations in the vicinity of the PLEF.

Is the PLEFs proposed water usage amount within the existing capacity of the municipal system, accounting for all existing and planned future uses?

GLE Response: According to Jason Peterson (General Manager of Paducah Water) - Paducah Water has enough capacity for all current requests, Jason is not aware of any other future requests as the usage would be unknown at this time.
