1 Updated February 2026 This document identifies all NRC positions required to file a financial disclosure report.

All positions on this list are also covered by the NRCs Prohibited Securities Rule (5 C.F.R. § 5801.102), except where specifically stated otherwise. See the explanatory notes for more information on Prohibited Securities coverage.

I.

Positions Meeting Criteria for Filing a Public Financial Disclosure Report (OGE Form 278e)

Commissioners The Inspector General Members of the Senior Executive Service (SES)

Senior Level Service (SLS) Employees Full-Time Administrative Judges (Legal or Technical)

Commissioner Assistants (excluding administrative or support positions)

All Special Government Employees (SGEs) paid at a rate above GG-15 who work more than 60 days during a 365-day period II. Positions Meeting Criteria for Filing a Confidential Financial Disclosure Report (OGE Form 450)

Special Government Employees Any SGE not required to file an OGE Form 278e must file an OGE Form 450, unless the Designated Agency Ethics Official determines that a particular SGE or class of SGEs should be exempted from this requirement.

Note: SGEs are not subject to the Prohibited Securities Rule, with the exception of (1) ACRS members and (2) part-time ASLBP judges.

Contracting Officer Representatives (CORs)

All Level II or Level III CORs are required to file an OGE Form 450.

Note: Employees who are financial disclosure filers solely because they are Level II or III CORs, and who do not meet any other criteria for filing identified below, are not subject to the Prohibited Securities Rule.
